Rules for Cover

The shotgun has the following special rules:

- No roll to hit, just auto hits everything in the area it effects
- Damage decreases as distance get farther
- Concealment ignored
- No critical hits apply

What about cover?

I always thought since the shotgun is an area of effect attack it should give the target a reflex save for half.

I think since it hits automaticly and it ignores concealment that there is should be a bigger penalty for shotgun wielders against there target who is under cover.  I think if the target is under cover then it should be automatic 1/2 half damage.

Shot is typically very bad at defeating cover. I would give a character in cover a reflex save for half damage. I would also allow characters with evasion to use that ability regardless of cover.

Without fetching a PHB doesnt evasion make it all or none and improved evasion make it half or none? 

Upon further reflection I think the easiest way to deal with the cover is just to reduce the damage by a percentage equal to the percentage of cover.

In an effort to lock down all these rules before the snap, to finalize shot gun vs. cover:

- a character under cover takes half damage from shot
- evasion allows a save for full or half against shot
- improved evasion allows a save for all or none against shot
- cover and evasion can stack against cover (not two saves, but both benefits apply)

I'd just like to point out that by allowing Evasion to work against shotguns and other area of effect attacks, it cheapens the Modern Ranger's Clicker Evasion ability.

"Clicker Evasion: The Modern Ranger gains the Evasion ability against any damage caused by an oops.  This applies to a clicker he is using or a nearby one.  He also gains a Reflex saving throw against area of effect firearms for half damage.  Normally, there is no save against such damage."

That's an excellent catch.  So how about we get rid of that add on to Evasion, and add it to Improved Evasion.
